Kind of hard to answer that question with out more info. Where is she holding her head? What is her conformation like? If she is nosing out and holding her head more like a AQHA, or is she collected and still keeping her head down.

I am having this same problem with my 3 yr old gelding. We use an overcheck almost daily and he brings his head up good. As soon as you take it off, he drops his head back to "level". He is padded, has a really good head shake and smooth ride, he just won't "sit up" in the bridle. We usually ride him in a chain bit.

win my spotted saddle horses head is down she dose a running walk wi it is up she dose a pacy rack how do i get her to do a runing walk with her head up

Try raising your hands slightly. I have had horses respond and raise their heads in just a couple laps. It always helps to have someone on the ground watching.
And you might step down in bit harshness along with raising your hands...just so many factors. Good luck!

also an overcheck can sometimes "teach" a horse that it is okay to "lean/pull" on it when it is on and then when you take it off they go to
"lean/pull" on it and it isn't there so the head goes down. a lot of it is also done with the horse being collected and driving off the rear end.
